TOEFL Writing： Good (4.0-5.0) , Good (4.0-5.0) で23点をリスコアすると？

2019年7月13日の試験で、WritingはIntegrated（Good）, Independent（Good）の評価にも関わらず、23点だった。
この話に入る前に
「Writingセクションのスコア算出方法を知らない」

このWriting [Good, Good] で23点だった方に、
「リスコア（スコアの見直し/Score Review）されるなら、もしスコアが変わらなかったときにリスコア費用80米ドルを負担します」
（スコアが変わったときは80米ドルはクレジットカードに返金されるため、負担はなし）
と提案をし、見直しを申請していただいたのですが、スコアは変わりませんでした …
2012年以前では、WritingでGood, Goodなら必ず25点以上でした。
しかし換算方法が変わり、1年ほど前からGood, Goodでも23点が出るようになりました。
昨年初めて「Writing：Good, Goodで23点だった」という報告を受けたとき、ETSのエラーなのではと推測したのですが、今回を含めこれまで3回「Good, Goodで23点」のWritingをリスコアしてもらっても、スコアは変わりませんでした。
では、なぜGood, Goodで23点になったのか？
この方の7/13 TOEFL試験のWriting評価点の平均はIntegrated：4.0、Independent：4.0であった。
しかし、そのときは評価点平均4.0以上を取る人が多かったため、偏差値に基づく統計的な算出により、低めの23点になってしまった
と推測します。
実際に、この方から「Integratedのほうがものすごく簡単だったので、4がついても厳しい評価になってしまったのだと思います」という感想をいただきました。
リスコアの結果は申請から1週間ほどで出て、その1週間後に以下のメールがETSから届きました。
We have processed your request for a score review of the Speaking and/or Writing sections of the TOEFL IBT® test you took on Jul 13, 2019. The score review process has been completed.
Please sign in to your ETS account at https://www.ets.org/toefl to view your score results.
If the score review resulted in a change to your scores you will receive a refund of the fee for each section whose score has changed. If you submitted payment by credit/debit card, a refund for the appropriate amount will be credited to your account. If you submitted payment by check or money order, a refund check will be mailed to you in approximately 6−8 weeks.

赤字は私が入れましたが、ETSからのリスコア完了を知らせる連絡において初めて「スコア見直しの結果、スコアが変わったら、スコアが変わったセクションのリスコア費用を払い戻す」ことが明示されました。
TOEFLの公式サイトではScore Reviewにおいて「スコアが変わったら返金される」ことに関する表記はまだありませんが。
ちなみに以下、「以前の」リスコア結果の通知文面。
スコアが変わったときの返金の案内はありません。

ここで「2人の採点官」と表記されていますが、スコアの見直しにおいてもeRaterが使われることはETSから確認しています。「2人」とはIntegratedとIndependentの採点官が別であることを示しています。
